I read of locals wanting ferries cargo only to deter travel between islands.

As we all know the situation is changing rapidly but as of today (March 28) the ferries are restricted to carrying goods and residents of the islands (so no tourists) until April 21. What happens after that is anyone's guess.

Indeed, as Adriana stated that the tourist season has been contracting over the last few years, so an extension till the end of May / June could be a safer option. Therefore, income from the peak season tourists.
